CASB General Meeting Minutes - May 12, 2016

New meeting attendees signed in on a sign-in sheet. Returning attendees checked their names off on another sheet.

Meeting called to order at 7:05 p.m.

CASB Board Members present: Norm Constantine (arrived ~7:20 p.m.), Duff Durkin, Steve Lord, Patrice Murray, and Terry Rogers.

Local elected officials present: Also in attendance were Marvin Holmes, District 23B Member of the House of Delegates; City Mayor Fred Robinson; City Councilman Ike Trouth.

Agenda items and related discussion:
The meeting was called to order the Pointer Ridge Elementary School.  In addition to the Board members, residents signed in on the attached form.

Ø CASB President Duff Durkin made announcements
o Introduced the Board members present
o He announced that residents who had paid annual dues memberships would be voting on the final bylaws this evening. The dues are $10 per household per year.
Ø Guest Speakers – District 5 PGCPS School Board candidates Cheryl Landis and Raaheela Ahmed
o Ms. Landis spoke first about her priorities for the school system and the local district and then answered questions from attendees. Her total speaking time was about 30 minutes.
o Ms. Ahmed spoke second about her priorities for the school system and the local district and then answered questions from attendees. Her total speaking time was about 25 minutes.
Ø Guest Speaker – Ron Watson – Member of the county’s Blue Ribbon Commission on Examining Prince George’s County’s Structural Deficit.
o Mr. Watson shared with residents a number of details about the commission’s work and findings in recent months
o One of the core findings is that the county’s spending trends are unsustainable
o Mr. Watson stated that the TRIM law that limits property tax increases in the county limits the amount of revenue that the county can generate
o Mr. Watson stated that the county’s budget deficit will continue to grow unless a combination of spending cuts and revenue increases occurs
o He mentioned several opportunities for raising revenue, including having non-profit organizations to pay sales tax; leasing county-owned land instead of selling it outright; examining procurement policies;
o Next meeting of the commission will be May 16, at the County’s Administration Building
o Topics of questions from to Mr. Watson included whether the county has an inspector general or oversight of waste, fraud, and abuse; whether the county participates in a cooperative bidding process

  Ø  CASB Updates
o Mr. Durkin said Central Avenue will be re-paved this fiscal year. The work will not begin until at least June 1
o Mr. Durkin said CSX railroad grade crossing replacement is scheduled to be done on weekend of June 3-5
  Ø  Committee Updates
o Community Relations – Met and next meeting will be June 7th at 6:30 South Bowie Library
o Schools -  Have been meeting and coming up with ideas for improvements
o Communications and Outreach – Looking for members
o Roads – information under updates
  Ø  Citizen Questions/Comments
o The recent repaving of US-301 is outstanding
o There are a number of potholes on Mitchellville Road
o Councilman Trouth said that apartments were taken out of the plan at the Karington development
o Councilman Trouth said the planned Wal-Mart at Mill Branch is in the hands of the county
o There was a complaint about the condition of the entrance/exit ramps from US-301 to Bel Air Drive as well as MD-214 and US-301
o There was a complaint and a question about why there are so few food stores in South Bowie – only the Safeway at Bowie Town Center and the Giant at Collington Plaza
  Ø  Bowie City Announcements
o Imagine Bowie celebration event is the evening of May 17th from 5-9 at City Hall
  Ø  By-Laws
o The bylaws were approved by a vote of 15-0 with one abstention.

Our five Board Members have worked very diligently to create a set of bylaws for the Community Association of South Bowie. They are being shared with the South Bowie community now, and the Board welcomes comments and suggestions from South Bowie residents before the Bylaws will be put before the membership for a vote at the May general meeting.
